DEC Prohibits Franchising Of Study Centers by Any Institution/University

The President of All India IT Association Shri Santosh Shukla Advocate informed about rules and regulations of the Distance Education Council (DEC) in public interest regarding franchising of study centers by any institution/university. Thus, any university/institution cannot franchise any study centre. All the activities at the study centre such as admission, examination, conduct of personal conduct programmes (pcps) etc should be by the university/institution. Study centres cannot offer programmes nor can they conduct examinations on their own. The study centres cannot offer programmes nor can they conduct examinations on their own.

Thus, Any University/Institution Cannot Franchise Any Study Centre. All the Activities At The Study Centre Such As Admission, Examination, Conduct Of Personal Conduct Programmes (PCPS) Etc Should Be By The University/Institution. Study Centres Cannot Offer Programmes nor Can They Conduct Examinations on Their Own. The Study Centres Cannot Offer Programmes nor Can They Conduct Examinations on Their Own. The Study Centres Must Be Managed By The University/Institution Concerned. No Sub-Letting Of Study Centres Can Be Allowed And Any Such Centre Opened By Any University/Institution Will Be In Violation Of The DEC Policy.

Shri Shukla Told As Per The Notification Of DEC That “The DEC Has No Policy For Opening Of Study Centres Outside India. The University/Institutions Are Required To Follow The Norms Of Apex Bodies Such As UGC, AICTE, MHRD, Ministry Of External Affairs Etc. And Seek Their Prior Approval For Opening Any Study Centre Outside The Country.

He Appealed On Behalf Of Association That “All Institutions Are Requested To Strictly Follow The Norms Of The DEC And Other Apex Bodies On Territorial Jurisdiction, Opening Of Study Centres Within And Outside The Country, And Non-Franchising Of Study Centres For Offering Programmes Through Distance Mode. Institutions Are Also Requested To Close Down Any Study Centres Opened In Violation Of Above Policy.
